Documentation-only changes skip expensive build work while preserving existing check names. Runtime changes retain validation. Build resources use isolated job identities where required. Source release metadata and immutable revision aliases are included where the service supports independent delivery.

Validation: exact-event Git selector tests, workflow parsing and shell syntax; shared resource and image alias publication checks. Existing published tags remain available.
