Image publication completed before optional GitHub build-record and QEMU image-cache uploads consumed roughly four additional minutes. Disable those two optional paths with documented action inputs. Image build, push conditions, and amd64/arm64 platforms are unchanged.

Validation: reusable transformer proves parsed workflow differs only in these settings; two fixture tests cover preservation and idempotence. Four-line workflow diff. Existing successful image publication was not rerun.
