PRs run Go checks against the existing prepared compiler and persistent caches. Remove per-job package-manager/toolchain installation and verify the runner's existing compiler instead. Protected master pushes build and publish the image once without repeating PR tests; manual runs retain checks. Runtime code, image recipe, release tags and delivery enrollment are unchanged.

Verified workflow parsing, shell syntax and event conditions. Native PR duration and changed-release timing remain to be measured.
