Use the pinned Go and Docker clients already supplied by the owner-scoped runner image instead of conditionally running package-manager updates in every job. The toolchain boundary now fails closed on the expected Go version.

Validation: go test ./... passed; workflow YAML, selector shell syntax, and patch hygiene passed.
