Validate pull requests and reuse version- and platform-scoped Zig compilation caches from the persistent runner volume. Main and tag builds keep packaging the same executables and tag releases keep publishing the same assets. Pull-request supersession now cancels obsolete work.

Validation: workflow YAML and patch hygiene passed; protected CI provides the requested fresh build baseline.
